Meeting Highlights


Under New Business, the Board:

Approved revisions to the º£½ÇÊÓÆµ Policy Manual Section 1: Board of Trustees and Administration Matters (Second Reading), as presented, effective January 11, 2022

RATIONALE: The revisions to the current policy manual are needed to make the manual more efficient and effective.

Authorized the destruction of closed session tapes after they have been held for eighteen (18) months, in accordance with and as provided by the Illinois Open Meetings Act.

RATIONALE: Paragraph 120, Section 2.06 of the Illinois Open Meeting Act states that the Board must take action to preserve the confidentiality of all tape recordings of closed sessions and authorize their destruction after they have been held for at least eighteen (18) months after the meeting for which written minutes have been approved.

Reviewed the closed session minutes monthly and has decided that the minutes from the following months will not be released to the general public: January 14, 2020; February 11, 2020; March 10, 2020; May 12, 2020; and June 9, 2020.

RATIONALE: Paragraph 120, Section 2.06 of the Illinois Open Meeting Act states that the minutes of closed sessions will be reviewed to determine whether the minutes may be in whole or in part made part of the public record.

Approved six Program Articulation Agreements between º£½ÇÊÓÆµ District #521 and McKendree University, as presented, effective January 11, 2022.

RATIONALE: These Articulation Agreements allow students to complete an Associate Degree at º£½ÇÊÓÆµ and seamlessly transfer to a McKendree University Baccalaureate Program.

Approved changes to effective dates of existing course and existing curriculum, as provided, and to authorize their submission to the Illinois Community College Board (ICCB) for action effective on the dates listed.

RATIONALE: Changes to the listed courses and curriculum were approved at the December 2021 RLC Board meeting; however, the effective dates need to be changed to better serve the needs of the institution.

Under Personnel, the Board:

Approved the appointment of Reba Ourun as the Upward Bound Adviser, effective February 3, 2022. 

RATIONALE: Ourun has a bachelor's degree in English Literature from the University of Guam. She had previously worked as a program associate at the Southern Illinois Community Foundation and as a foster care case assistant at Caritas Family Solutions. She was also a teacher's aide and student-teacher at the International Montessori School
